Abstract

The integration of the Internet of Things (IoT) and Big Data Analytics (BDA) into Hazard Analysis and Critical Control Points (HACCP) monitoring presents significant opportunities for enhancing food safety and regulatory compliance in Malaysian food manufacturing SMEs. This study adopts the Technology-Organization-Environment (TOE) framework to develop a conceptual model that identifies key factors influencing the adoption of IoT and BDA in HACCP monitoring. Through a systematic literature review, critical success factors (CSFs) and challenges are categorized across three dimensions: technological, organizational, and environmental. Technological factors include technology infrastructure, integration complexity, IT expertise, and data security, while organizational factors encompass expected benefits, top management support, and organizational readiness. Environmental factors such as government policies, industry support, and competitive pressure also play a pivotal role. However, challenges such as data overload, cybersecurity threats, high implementation costs, and bureaucratic procedures hinder successful adoption. By addressing these factors systematically, organizations can better plan, implement, and manage digital transformation in food safety monitoring. The proposed model serves as a foundation for future empirical studies and strategic decision-making in the digitalization of HACCP systems.
